Fine Koods is right a short won't burn out a bulb it would be like a virgin birth. I'll save all the bulbs that do that from now on and when they are 33 years old I'll crucify them. But for now let's get back to OP's problem.

I would think if the switch were the problem you wouldn't be getting current down the line near the bulbs, which didn't you say multimeter said you were?

I'm almost certain that in cars that take sealedbeam bulbs there's no reason to wear gloves while installing.
They'll work just fine when handled with bare hands IME.

Do all cars nowadays using composite bulbs (that need to be handled with gloves)?

i took the car to a friends house who knows quite a bit about cars. he pulled out some device with two wires that had a bulb on the end and was testing the lights while i switched from high to low.

he wasnt getting any readings what so ever. he then suggested that it might be the switch itself.

sealed beams are obsolete, manufacturers pretty much stopped using them in the mid
90s with a few exceptions, damn near everything produced in the last 20 years now
takes a halogen bulb

keep in mind koods comes here to ask for care advice

Bare hands cause the glass to fail over a long period of time. It's not going to blow the bulb out as soon as he plugs it in, which was the context of my comment.

I'm not exactly sure, but cars are his thing. He has a fully functional shop and works on peoples cars for a living and has done so for decades. He's never been wrong before and has always been able to fix whatever the problem may be. The only down side is he lives an hour out from me. Its hard to get out there at times.

Well now you have it narrowed down  to some where between the switch and the bulb there is a short so go from the relays back. It could be a bad wire or relay or something as simple as a piece of dirt caught in the switch.  Electrical problems are a bitch to diagnose in person let alone online.

Check for power to the switch check for ground and take the switch out turn it to ion position assuming its a ground regulated switch and test the resistance do all this after you check the fuse
