Is there technology out there that's similar to a keyboard whereby you can connect headphones into the guitar or something of that nature and keep it less noisy for one's neighbors?

Vox makes tiny headphone amps I think it's called the Amplug series
You just plug it into ur guitar's input jack plug some headphones in and go to town

There are tons and tons of things like that. Everybody makes them. The Korg Pandora Mini is good. The vox ones are really cool too though.

In fact, most full blown multi effects processors/amp simulators have headphone jacks. Also many amplifiers do too.

I used to have one of the Vox ones and I remember it had really nice tone considering it only cost like $20

Some guitars have headphone jacks, or as others have said you can use something like a mini amp or effects processor.
