What if the "government" of a stone age contry is allowing a known terrorist group to freely operate within it's boarders and refuses to turn over or at least stand aside ( if they can't turn over) after said terrorist commit a crime? Doesn't that make them an accomplice and therby accountable? Don't they in essence join the terrorists in the crime at that point? At its peak popularity, the Taliban was recognized as the legitimate government of Afghanistan by a whopping three countries out of the one hundred and ninety-one countries in the world. It was not recognized as such by the UN.
By October 2001, there was only one country who recognized it -- Pakistan -- and that was only because they had been asked not to withdraw their recognition in order that a diplomatic channel could be kept open.

Most of the known 9/11 terrorists were Saudis not Iraqis nor Afghanis, yet no mention of a possible attack on Saudi Arabia - go figure.

The nationalities matter not. What does matter is where the base of operations is. Not that I find the Saudis totally blameless but Afganistan is where the plot was hatched and the leaders were hanging out.
