OPM Data Breach - China - U.S. Response?

Has anyone else noticed how the huge OPM breach has pretty much gone unanswered?
Think about this for a moment. Based on what we've been told (which is probably just the tip of the iceberg), China stole 14 million personnel records from the OPM, including fingerprints, social security numbers, background investigation data (including relatives in foreign countries), and other sensitive information.
So, where is the U.S. response on this? Is it me, or is this an act of war?
I'm sorta feeling like the U.S. got fucked up the ass with no lube, and the response has pretty much been, "You'd better not do that again, or we're really going to be mad."

We need to plug up those security holes fast in all the government computer and in order to do that we need smart expert hackers. The problem is most of these hacker guys and gals tend to smoke a lotta weed, and the boneheads in charge of security isn't having that. If they don't change their ways, we're gonna be more fucked.

Vietnam and Iraq weren't anywhere near as powerful as China.
And WW2 left 80 million dead using what's now 70 year old technology. The next big war could be worse.

We need to drop some hacker bombs on them. Spend some of that loot obumble is using to kill innocent civilians in the middle east to pay for a fleet of top hackers. We will find chariman xi's dirty secrets and make them public. That will get their attention. We will find their military secrets, industrial and so on. Fight fire with fire. Then of course deny we had anything to do with it.

Sounds like a recipe for a new-age cold war. Hacker wars! Whoever gets the first quantum comouter wins! I don't think we should spend more money militarily. We need to take that money home, repair our infrastructure and take care of our people.
