A chimpanzee is less than 1% different from a human genetically, but Europeans can have 2-4% unique DNA from Neanderthals, how are we the same species as Africans?

Around 70000 years ago, due to a volcano, humans were nearly wiped out. It caused us to interbreed with each other. This causes all humans of today to share DNA with each other. So in other words you are distantly related with everyone on this planet regardless of race.
Race is defined namely by geography and environment. Certain traits, such as skin color, were desirable at some point and everyone of the time probably thought these people be sexy as fuck. Which caused them to breed with possibly others of similar traits. This gave their offspring the same or similar traits. Which is why we have different skin colors.
Basically, we're interbred mutts.

I wouldn't expect biologists to use the genes that vary within a species as part of the difference between species. Humans have X number of genes that vary within our species. Considering the rest of the genes, genes that don't vary within our species, 1% of them is different than Chimp's set of genes that do not vary within their species.
That is how I interpret those numbers without really knowing the source or methodology.

Because Caucasians can breed with Africans and produce fertile offspring. That's at least part of the definition of being the same species. Arguably, we are the same species as neanderthals because these 'species' (races?) crossbred as well!
