looks like a vegetable to me.

I'm pretty sure thats a potato plant. We used to find sprouted spuds and plant em in this big flower pot on my back patio. They would grow. I used to pee on it hoping that my buddy would eat one of them.

i'd guess it was someone trying to get rid of a plant without killing/tossing it.
they probably saw OP was a gardener of sorts, and dropped it off like people drop off litters of kittens.

It is a Dahlia, and with the red, in the stem.. It (MIGHT) have a red or purple flower.. plant it and see. In my area , they do not always survive the winter, so some people dig theirs right before the first frost, and put in a box with sawdust in basement, till spring. They usually bloom in summer.
I found a very nice photo, that shows blooms and leaf structures. It looks very similar to the plant you have in your post. Punkrocker.
