No.  Fully colonized grain will not contaminate.  Neither the spawn nor the substrate needs to have any sterile procedure.  Pasturizing, to my knowledge, is just to kill mold spores.  Proper prep and clean spawn should give the mushroom mycellium such a huge statistical advantage in a medium that isn't that nutritious that a few spores here and there don't matter.

I spawned some popcorn casings and had double-overlay cause I didn't put enough hydrogen peroxide in my automated aquarium mister.  I only got one mushroom so I cut off the head part where the seeds fall from and put it in a jar of LC and sprayed it all over a tin of PF cakes I made with gravel, cardboard, and bisquick in my microwave.  I think it will be good cause B+ is so potent.
Triggered yet?

Before spawning in the mono tub, wipe the inside walls of the mono down with a paper towel or clean rag soaked in 70%iso.  Then do the same for the liner that surounds the substrate. 

When spawning I try to be as clean as possible; lots of hand sanitizer and oust before beginning the process.

Well if the liners were kept in a dust free environment, like in the original packaging or in a ziplock bag, you are probably okay. 

Don't forget to clean the walls of the mono with hot soap and water or 70% iso!

The liners are the least of your problems if your grain was contaminated with bacteria which is likely
