"Raising the minimum age as part of our comprehensive tobacco control efforts will help reduce tobacco use among our youth and increase the likelihood that our keiki will grow up tobacco-free," said Ige, using the Hawaiian word for children.

In Hawaii, 86 percent of adult smokers began smoking before age 21, according to the governor's office.

"I think it's going to have a tremendous impact," said Jessica Yamauchi, executive director of the Coalition for a Tobacco-Free Hawaii. "By really limiting the access it will really help to curb the prevalence."

But opponents say it's unfair that a veteran returning from military service who risked his or her life serving the country could be prevented from lighting up.

"I can't stand cigarette smoking. It's disgusting," said Democratic Rep. Angus McKelvey, who voted against the bill. "But to tell somebody you can go and fight for your country and get killed but you can't have a cigarette, that's the thing. You can enter a contract. You're an emancipated adult in the eyes of the Constitution but you can't have a cigarette anymore."

Those caught breaking the rules would be fined $10 for the first offense, and later violations would lead to a $50 fine or mandatory community service.

The bill goes into effect on the first day of 2016. Until then, the state Department of Health will reach out to retailers and post signs to educate the public about the law.

According to the state Department of Heath, 5,600 kids in Hawaii try smoking every year. Meanwhile, 1,400 people die from tobacco use or exposure in Hawaii every year, according to the Campaign for Tobacco-Free Kids.

Ige signed another anti-smoking measure Friday to make Hawaii's state parks and beaches smoke-free.

"This allows us to put one more impediment to people smoking too much," Ige said.

I don't smoke cigarettes.  I think its disgusting. But I also think that its arrogant as fuck to be able to tell anyone what the can or cannot do with their own body.

How in the hell is this acceptable?

What difference does it make if someone starts buying cigarettes at 18 or 21? Kids will find a way to get cigarettes if they really want to smoke, it's not hard for them at all.

I do agree with what they are trying to do but as you all of have said this won't change anything.

Maybe try putting more restrictions on smoking and tobacco itself not the users.

Or preferably use education to show people why they should not be smoking...

Maybe on the bright side more Hawaiians will start smoking weed instead of tobacco :shrug:

it's acceptable because it's for society, if they want to do whatever to there body then leave the society but why should the society help support negative behaviors that negatively affect its prosperity? People take this developed world thing a little too lightly.

Making cigarettes and weed and alcohol illegal to buy before 16 or such will only make them much more popular and cool.

Illegal is cool, that's why people love firecrackers too, hand grenades at newyears etc.

The inner child wants to play ;-)

So you can just keep banning, it will only make them resist further, and make the damage larger


Legal stuff makes people think twice, illegal makes people group together and say 'hey want a puff' then you're cool, one of us , else you're a loser you can't be in this group

btw I first began smoking at 26 , and quit after 2 years , it's addictive as hell, but it's people's own body, that major or whatever he is, is arrogant as fuck yes

When people are 18+ they should be able to decide for themselves, not just wait to 21 because some state fool says so.

Even if it is dangerous and gives cancer, many things do - fries and pizza everyday does too

I do agree that the state has some duty to try and keep people from using drugs and cigarettes if possible, as it damages public health (prevention via information and regulation)

That can be done in other ways than this, it's basically just the 21 years I'm diagreeing with, else it's fine

Lower it to 18 years, then it's fine, in my country people are adults at 18


The problem is always, should we have no rules (anarchy society), or rules to try to prevent harm to people, and an age where people can decide for themselves?

I definitely believe the latter is best, people are rarely aware of what is a wise choice when they are 16 , only a small minority are

But all is relative I suppose, we just need to do something when lots of people die of cancer etc. from state drugs each year, so a 18-21 year regulation seems "ok", but not more than that

I am against all smoking bans for adults though, that is idiotic, they're banning smoking everywhere in my country

I don't think legal things make people think twice, since it's legal people assume generally that it's safe. if it's illegal theres danger to it. I don't think addictive substances should be legal until people are 21, it's a safer age to make those kind of decisions, which usually end up being life long.

So all is relative, legal or illegal , in theory it doesn't matter

In practice it probably does - there are probably just about as much for legalization as against it

I can come up with as many pros as cons of each.

There's no perfect law, the law is above people, the law hurts people daily.
So the law needs to be totally justified, death to numerous young people or such - repeated cases, or scientific evidence totally backing up the law

I have heard the same, the whole age thing just bothers me.

They should just make the "legal" age 21 or 18.

You can be charged as an adult at 18 but aren't legally allowed to make your own decisions about if you want to inhale smoke or drink certain liquids? Just doesn't make sense to me.

16 year olds aren't rational enough to handle a ciggerette addiction and more often then not they get themselves into trouble
this will make being a 16 year old less douchey

they can raise the army age to 40 or 50..

All of you guys that are whining when you dont even live in hawaii lol so this law doesnt affect you so stop your crying. If you feel youre not free here in this country please reply and tell us all which country is so much more free than america! and then move there and stop your bitching. oh you cant smoke ciggs and get cancer unless youre 21 and over omg its such a horrible law. Adults dont want there stupid ass kids getting addicted to ciggs at a young age you morons. I think acid and shrooms should be 18 or older but not ciggs or alcohol, they should stay 21 not that people younger cant still get the stuff but it does make it harder.
