It's not how many turns to get it right start the bike then tighten or loosen the screw till it sounds right then at least you're in the ballpark Carbs can be finicky but if you get the low Idle close your half way home. 91 Katana? how many CCs?

With 4 cylinders and 4 carbs, you want to sync the carbs with a gauge.

Yup.
OP, if you want your bike to run it's best (and who wouldn't if sane) that's how it's done.

So i did the 1.5 turn. and i noticed every time i took the carbs off the last two carbs on the right the engine side would be wet of fuel. i think the float is set wrong cause even when i fully tighten all the carbs the first two would stop adding fuel (no more wet inside engine) but the last two would still be saturated with fuel on the engine intake part. Am i correct?

I dont know man if you have raw gas in the intake the only thing I can think is either a bad intake valve or an electrical problem to the sparkplugs.

First of all you need to make sure all pilot screws, floats, idle screws and slides are synched and set to stock. Also make sure you needle and seats are fresh. If its a 91 and they have never been changed it dont matter where you set your floats your gonna get flooding. then if you still have raw fuel in the intakes you have an spark problem. you can test the coils resistance if you get a multimeter and the ohms must be within spec or your coil will be too weak to produce sufficient spark. good luck
