Rye to bulk help

Ok so Ive had this rye bag for about 3 weeks now (not counting the one week it took to germinate, technically 4 weeks) but its pretty much full colonized except for a small portion on the bottom that stalled. Im pretty sure its not colonizing at the bottom due to excess moisture, and im also seeing start of hyphal knots on the top of the bag. Could I just crumble and spawn now to like a 50/50? The myc seriously does not want anything to do with that excess moisture.
EDIT
BTW the uncolonized area is about 3 inches

Small portion? How small is it? Picture would help.
I would most likely give it a bit of massage and see if it recovers. It's not a good idea to spawn uncolinized rye. Wet and not colonized spot could be bacteria.
EDIT: I didn't notice the edit first 
Three inches is a lot. You should definitely check that it's clean.

Its clean, this bag has colonized slower than my other bags, it was really dry at first and then it just seemed like buttloads of moisture started to appear or condensate once the mycelium started to colonize almost comlpletely. No signs of contam, just wet rye. I cannot take pics atm for I am at work haha. should I shake and mix the rye more so that excess gets more colonized?
EDIT
Its not really very wet either, there are like 2 1 cm splotches of water on the bottom.

Yes, shake it and see if it recovers. At 100% it's ready.

Ok I will shake once Im home. But I smelled this morning and it def is clean, my whole left side of my room smells like mushies from it haha. hopefully it recovers and has a happy fruiting!
