there was a guy in my apts that ran an ext cord from what looked to be his front hood. is it safely possible to splice a cord and attach it to my car battery to run simple small voltage items?

What you saw was probably a block heater, to keep the engine warm while the car isnt running. I use one in the cold canadian winters.

Why not ask him? Can't think of a reason that someone would want to do what you describe when they're at home though... if anything wouldn't you run the extension cord from your apartment? IIRC it's not great for your battery to run it really low, unless you specifically got a deep-cycle battery.

Oh I was initially picturing a long extension cord leading off somewhere else. Yeah lots of people have AC inverters and run various shit off it. Just don't want to run too much shit for too long while the car's off.

If you think you are saving energy by using your car battery instead of your AC outlet, think again. Charging a battery creates a mechanical force that the alternator - and therefore your engine - must work against and since a gasoline engine is far less efficient than electrical generation and transmission, you are not saving anything.

Yeah that's the kind of thing I initially thought he was talking about, but I think he means running stuff in the car when he's out somewhere. Convenience rather than cost is the motivator. "Extension cord" made it sound like he wanted to run devices some distance away from the car.

as long as you don't excede the amperage limit of the cord you should be okay. Keep in mind most car batteries rest at ~12.7v and are DC... so you will only be able to power 12v electronics... stuff you plug into the wall is 120v AC and will not work.
If you are trying to run AC electronics you'll need a power inverter which will drain your battery pretty quickly if you don't leave your engine running

Pretty sure most box fans are 120v... unless we're thinking of different things
To simplify what I said, if it will plug into an extension cord will not work.

He was probably charging his battery. I set the charger under the hood and run a extension, gently drop hood.

Yeah my first thought was block heater i know alotta dudes with diesel truck that use block heaters or fuel heaters to keep the deisel from gelling up.
But if you want something legit to run a chord look for a power inverter. I used to have one hardwire to my battery that i ran to behind my seats. Used to pop the back window open and run a chord out the back to plug in my radio and run power tools. Heres a heavy duty one http://www.amazon.com/Go-Power-GP-3000HD-3000-Watt-Modified/dp/B0028VYEEW/ref=sr_1_8?ie=UTF8&qid=1433896278&sr=8-8&keywords=power+inverter.
Cheaper one http://www.amazon.com/BESTEK%C2%AE-Outlets-Inverter-Notebook-Cigarette/dp/B007SLDDHQ/ref=sr_1_3?ie=UTF8&qid=1433896278&sr=8-3&keywords=power+inverter
