Feds raid Akron homes linked to largest drug ring in northern Indiana

AKRON, Ohio — Federal agents raided four Akron homes they say are linked to the largest cocaine and heroin trafficking network in northern Indiana.

The Akron houses, three on Nieman Street and one on Raymond Street, belong to a man who imported drugs to the area for at least 15 years, sometimes through the mail, according to court documents filed by an FBI agent. 

FBI agents seized $54,640 from one home, along with two cellphones, two computers and a gun. The man has not been charged with a crime.

The Akron man owes the drug ring more than $500,000 for recent drug shipments. Drug couriers from Fort Wayne, Indiana brought weekly shipments of between 20 and 40 pounds of cocaine to the man's Nieman Street home. He also recently began ordering several pounds of heroin.

Allan Bates, 37, who authorities say ran the Fort Wayne operation, imported the drugs from Mexico and sold them wholesale to customers, including the Akron man. Bates and five others were indicted in March in connection with the ring in the U.S. District Court in Indiana. 

Two others charged in the Indiana ring — Ryan Bowman, 35, of Payne, Ohio, and Larry Norton, 63, of Mission, Texas — are accused of being drug couriers who drove the drugs to Akron.

Akron connection met through dog fighting

Bates and the Akron customer met through a dog-fighting ring, according to court records. The Akron man is "very involved in dog fighting" and has three large dog pens in the backyard of his Niemen Street home.

Norton was the first courier to bring the drugs to Akron. He was arrested and fled the state, according to court records. Bates then recruited Bowman to take Norton's place in November 2014.

Bowman's first delivery to Akron included drugs packed into hollowed-out speakers. In December, he delivered six packages of drugs wrapped in duct tape hidden compartments in a Ford service truck that Bates bought for him.

The Akron man gave him $2,000 in vacuumed-sealed bags, court records say. The shipments then grew in size over time, sometimes 40 pounds each, and in frequency.

Indiana raids leads to Akron connection

FBI agents and Indiana State Police investigating the Fort Wayne-based drug ring found links between the group and the Akron man during 17 raids conducted in the Hoosier state, according to court records.

Investigators found ledgers detailing how much customers owed and how much they paid off. The Akron man's entry said at one point he owed the ring $521,000. The man paid back $305,000 and was given a $35,000 discount for a batch of poor-quality drugs, investigator said. He recently purchased $370,000 worth of drugs, bringing his total to $556,000.

Other leaders of the drug ring who fled to Mexico and have not been indicted in the case continued directing people to collect drug debts.

Investigators followed DeWayne L. Lewis, 40, of Fort Wayne, to a strip mall in Indiana. Investigators conducted surveillance and reported that the Akron man showed up and delivered $200,000 to Lewis on Feb. 1.

Investigators on Feb. 2 raided a Red Roof Inn in Greenwood, Indiana and found more than $2 million and 42 pounds of cocaine. Lewis was arrested at the motel and was later indicted in Indiana. An FBI forensic analysis of evidence collected from the motel revealed the Akron man's fingerprints on bags of money, according to court records.

An Akron police officer conducting routine drug sweeps at the United State Postal Service found a package containing four pounds of marijuana addressed to the Akron man's grandmother's home on Raymond Street.

Authorities set up surveillance on the home and delivered the package. No one answered the door and no one retrieved the package. FBI agents noted that it appeared that the man knew authorities had delivered the package and that the Akron man eluded criminal charges in a similar incident in March 2000.

In the 2000 case, investigators intercepted a nine-pound package of cocaine shipped from Sacramento, California to the man's Nieman Street home. The man never retrieved the package and no charges were filed.

15 years is a pretty good run.  Probably should have encrypted his ledger, but most drug dealers aren't that computer literate.
