KYOTO--Pyongyang thumbed its nose at economic sanctions by issuing a directive to sneak pricy “matsutake” mushrooms into Japan to acquire foreign currency, sources investigating a suspected North Korean smuggling operation said.

Kyoto prefectural police found a document stating that the reclusive state would continue exporting matsutake to Japan as a “national project.” It was written after Tokyo imposed a ban on North Korean mushrooms in October 2006 as part of sanctions against Pyongyang for its belligerence.

According to the sources, the document bears the name of the fund-management body of then North Korean leader Kim Jong Il. It said a food trading company affiliated with the pro-Pyongyang General Association of Korean Residents in Japan (Chongryon) would receive the smuggled mushrooms.

The fragrant fungi are considered a delicacy in Japan.

The document was discovered in an investigation into Ho Jong Do, the second son of the Chongryon chairman, and Kim Yong Jak, president of the company based in Tokyo.

The Kyoto District Public Prosecutors Office on June 2 indicted Ho and Kim on charges of illegal trading and violating the customs law.

They are accused of illegally importing three tons of matsutake from North Korea to Japan via Kansai International Airport between September 24 and 27 in 2010.

The two reportedly submitted a false statement to Osaka Customs that said the mushrooms were produced in China.

The sources said the two suspects have denied the allegations.

A former employee of the food trading company was also arrested, but prosecutors decided not to indict him because he was forced to go along with the smuggling activity, the sources said.

Kyoto prefectural police said Ho, who is also an employee of the trading company, likely played a leading role in smuggling matsutake from North Korea.
