Well it kinda depends on the faction you choose. A mission for one of them takes you to that building specifically. Most people like to explore around in new places, so you'll eventually meet up with him. Even if you aren't aligned with that one faction, I just assume it's pretty unlikely something else wouldn't lead you to Goodneighbor at some point and then it goes back to people exploring new areas. There are a lot easier quests to miss. I have one in my quest log in particular that I found through total randomness, isn't really near much and despite having unlocked most of the map and talked to most of the named NPCs, I've never seen any mention of the location or a request for help there (I still haven't done it yet).
I'm not saying it's impossible to miss it, I just think it's definitely a lot more likely it won't be missed on an unguided play through.

Considering my strength is 4 and I have no points in that tree at all except for armorer, I dont think it has anything to do with skill or perk. Like I said I've only done it when someone was staggered or knocked down. THAT is a perk for me at least. I have the sniper perk in perception that gives a chance to known down a target when I shoot them with a rifle (or is it a scoped gun, cant remember) but if they get knocked over and I run up and press the power attack / Bash button sometimes it does this sort of hit hit throw thing.

When you get to goodneighbor (or choose to go there right away since its just a town, dont need a quest or anything) you will find all your silver shroud answers.
Its a fun quest line with some silly dialogue but a lot of fun. Also the suit will eventually get upgraded later if you want. Once you finish the quest line, or even start it I think, you will then be allowed to remove it from your inventory like normal armor. I like to give it to random companions who are helping me on quests at the time like Maccreddy,

Noticing some a few terminals acting up, the terminal in Bobbi's hideout I cant use at all & I am currently doing the main story (finally) but I seem to be stuck on the quest Reunions, I'm progressing through the building & I cannot go any further there is a door I cannot open & there is a terminal I can use but when I click on Remote Door Control the next screen is completely blank & I cant open any door just tab back to the main screen. If I am not mistaken I need this terminal to work for me to open the door & continue to complete the main quest, I hope a simple re-boot fixes it. If not I will be annoyed if I cant resolve it.
Edit: Ok seems I just needed to do some backtracking to find the right path for Reunions, but still I am wondering if anyone else has the same issue with Bobbi's terminal because I cant get onto that one at all. Also fell through the ground using VATS just before, that was fun

Magnolia in Goodneighbour seems to be a one-off.
Romanced Curie during her questline; she is my companion that travels with me, so every time I sleep anywhere I get the little vault-boy sex popup and Curie gets up from sleeping on the same bed I did, usually with some dialogue about how she doesn't want to get up or is glad to spend another day with me. They went with a campy but suggestive method, rather than something explicit. Which always strikes me as a little odd, but I suppose Bethesda got out of animating tits in the transition from Daggerfall to Morrowind (seem to recall that apparently Morrowind had a nude texture buried in its source code that never saw the light of day due to it being approved for console release as well).
Still worth it, just for the slight extra EXP boost that Lover's Embrace adds compared to Well Rested.
On the other hand, once loverslab gets a good crack at it, things will be ridiculously more strange and graphic than the Witcher.

Dope, the generators + power conduits thing is just what I've wanted. Setting up the power lines in just a few houses in sanctuary annoyed the shit out of me because of how short range everything is and how cluttered they + the pylons/generators made the place

http://www.nexusmods.com/fallout4/mods/1478/? Homemaker, same idea as settlements expanded. I have both installed. I've been going through all the mods and installing a number of them. I haven't built anything since installing those two so I don't know if they have overlap or what.
So far I have: Build High (last I checked it only works on 4 settlements, but removes the build height limit) Craftable Ammunition Full Dialogue The two listed above Nuka cola furniture Settler Renaming And workshop planters (I plan to use them to create roof top gardens) still want buildable squares of soil.
Have my eye on a few others, there's a mod already for increasing the settler limit, but reading over the description seems kinda iffy to use it.

Just experienced another one of those explosions, this one more close to what I remember. Blinding white flash, this time I actually had clear line of site to it, could see a fire in the grass where the explosion happened and some undetermined "rubble" (was through a sniper scope from across a lake). Went to the spot to find a dead super mutant suicider. See no other remains nearby and I've looked. It seems like he blew himself up for no reason? Bug maybe? Not near any super mutant bases either.
I also just got my first CTD. Level 36 and no idea how many hours put into the game so far. Not bad.

Those random explosions happen ALL THE TIME in my game.. I have no idea what the fuck it is. It is always like 50-100 yards or so from my position and usually happens around my settlements.. looks like a mini nuke going off. Then I go and look and there's absolutely no one there.. the fuck

Some of them are cars going off too. I've proven it's both cars and super mutants, though the car explosions don't seem to be as dramatic. They're more common though. I've only had the blinding white flash (like literally the whole screen goes white) a few times now. This is the first time I've ever been able to figure out what it actually was. I assumed they were all cars but had no explanation for the lack of a white screen.

Was playing around with the Charisma tree some -- the Charisma 7 perk (Party Girl) may be worthwhile to you. At level 2, the perk doubles the effects of alcohol as well as eliminating any addiction risk. The doubled effects includes turning the -1 Int into -2 Int. An Idiot Savant build could pick up some Intelligence perks and still get EXP gains by running around hammered all the time. Drinkin' Buddy and his free beer are a nice touch, if you kept him.

Might be vertibirds exploding. They die all the time near me. I don't think the bird itself levels so you get to a point where the enemies take them out with just few hits. I sniped the pilot out of a couple just for the hell of it.

Yeah already got it. As far as I know, no it doesn't keep happening. Someone in this thread had seen it awhile before I posted about it but didn't go check out what happened and then realized he might not end up finding it now. I haven't done a single thing with the BoS other than shoot the ghouls outside that one building. So that could be why. I've seen them parked at army bases and the one on the roof obviously. Other than those, they don't exist as far as I'm concerned. I've seen enough of the explosions now to know they're not the cause, at least not yet they aren't. Every one I've had any idea where it happened and checked out was either a car or now this super mutant, I highly suspect the other couple of blinding flashes I've seen but couldn't figure out where it happened, were super mutants as well. One was when first entering Diamond City, actually that was the first time I'd ever seen it happen at all. I was in the middle of talking to the mayor and piper and shit and couldn't go check it out, even if I had a good idea where it originated (which I didn't).
