I've seen a black dude running a random bar in the middle of no where like that. I guess there are a few scattered around not sure if they have vendors at them 24/7.
Edit: Updated my Nvidia drivers last night for the first time to the latest version since the launch of this game. (the driver that was released launch day for FO4 caused the game to crash instantly on start-up) & the fucking game still crashes I bet when I swap back to the downgraded driver it will work again. Fuck knows why. This fucking game. GG Bethesda.

If anyone's interested (it was asked before for people to show off their settlements)
I've started prototyping the lay out for my apartment building. I tested the mod today and built a stairway so I high I could hardly see people through the large scope on my sniper. Then I picked them all off just for the hell of it and reloaded to get all that wood back. 
 First thing, to make the most of the room I have, I'm going to build the foundation over the existing buildings. I'm not sure if I'll make two towers or not yet. The greenhouse thing is going first though.
 This is my test run of the first three floors just to work out all the kinks and get the floor plans right.
 Will have 2 apartments per floor, I figure I'll do 10-15 floors until a mod comes out to increase population size. My overall intention is to build and fill something 30 stories tall, at least.
 They'll all have the same layout except maybe for the top floor or two that I'll turn into my own penthouse or something. They will all vary in actual furnishings though. I have laid out a basic idea for the first one
 Bedroom area
 Living room
 Kitchen/dining area
 Stairs will follow this pattern all the way up. Of course there will be lighting, probably defensive items inside the building itself (turrets, maybe some fancier stuff like traps with lures if I can come up with something really good) and other decorations/furnishings/items in the hall/stair area so it's not quite so bare.

Sweet apartment setup, any non-vault-dweller who can survive the swim to the island deserves a bit of luxury. 
Would like to re-assert my love for Jet, even on a 1-int character with no access to Chemist.
Dodge under Deathclaw swipes, then go back in for an attack of my own. It's a thing of beauty, and arguably even more powerful than VATS at times.

I've been on tour with the dead for the last month so I havn't had the chance to play fallout until yesterday and holy fuck Bathesda knocked it outa the park with this one. I was pretty worried about it after Skyrim turned out to be complete trash. But I shouldn't have worried one bit, I gonna lose months of my life to this game.

Fallout 4 feels exactly like Fallout 3 and Fallout NV in the beginning.. I don't know how the hell you determined they 'knocked it out of the park' within not even a day of playing yet you can call Skyrim complete trash

I've played Morrowind, Oblivion and Skyrim..
They all had their pros and cons. Modded skyrim is lightyears ahead of anything morrowind and was definitely not shit in any way.
All Bethesda games play 100x better with quality mods. Morrowind is not excluded from that.

True shit, Oblivion was good but Skyrim was a right fuck up, but oh wait I forgot Mods fixed it, that's OK still praise Bethesda.
I believe anyone who says Skyrim is just as good as Morrowind is a casual as fuck gamer & lost touch with what real good RPG's are all about.

So for those who have actually been into the modding scene of Bethesda for awhile, can I get some input?
What is the feasibility of basically getting "soil" that could act as a planting surface, but laid out in squares like flooring? I haven't made an account yet but it's a mod I wanna suggest. I just don't want to suggest something that couldn't be done and I'm not sure what the limitations are for modding. Is that something that is possible to do? I wouldn't mind if you could only get it through console command or something, I'm not too worried about having to "build" it or "harvest it" I just want to get my little food farms far more organized than they are.
*****For the people who haven't really gotten deep into settlement building yet, read this*****
Something else I learned today and have started using to my advantage, is console command for modpos. As you start getting more detailed in your building, you're going to notice it gets difficult to get things to behave the way you want them to. There's going to be some stupid pebble that stops your progress on building a clean wall and wants to make you build around it. There's going to be a slightly raised area that refuses to let you place the last corner of your flooring and you have to start all over with that corner first. There's going to be places where you cannot make two things meet up without an obvious gap that just bugs you. All of this can be dealt with through modpos. You can move any item, into another, as much or little as you want. modpos (x,y,z) (value or -value) is the code. Open console command, click the item you want to move, pick an axis and then a value. Want your fence buried deeper in the ground to deal with sloping? modpos z -10. Can't make that doorway snap on becuase of the outer flooring? Lay it down where it will go, line it up so it's flat to the wall, then modpos x and y + or - a number depending on how you want it to move (IME you never manage to line it up exactly right and can use just one axis).
So keep this in mind. Don't do like me and spend an hour trying to get a wall "the best you can get it", it doesn't want to work, get it as close as possible, then manually move it with console. I plan to go back over all my settlements and redo all my past work now that I've discovered this. I want my places looking clean and all of them so far are just "the best I could get them" through convoluted means.
