New pressure cooker problems

So I needed a second pressure cooker, got one of the "used" ones from amazon that are like ten bucks cheaper. Nothing wrong, nothing missing, just the box was a little messed up. But upon the inaugral run, it wouldn't get up to pressure. I thought the weight might be off/loose, so I took it off while it was still under pressure, put on my weight that has the 5-10-15 weights, and it got back up to 11 and started rocking, when it never does that on my 16 qt. Do 23's just not get up to 15? My friend told me it was probably because I put to much water in, is that a possibility? Thanks for your help in advance!

It's supposed to get to 15 PSI, and your friend shouldn't know about your grow. There's no way for us to tell why from what you posted.

Check the metal to metal seal is it scratched or warped in any way?

Who said anything about a metal-to-metal seal? He likely has a gasket.

What kind of PC is it? I Don't know about AAs but mirros and prestos need periodic oiling on ALL the gaskets and seals and it won't hurt to take a Qtip and wipe some oil on the pin on the weight I use olive oil cause that is what I cook with but any old cooking oil will work fine.

It's a Presto 23qt with gauge. I'm thinking it's likely that I fucked up in installing the gauge insofar as the placement of the washer/gasket in relation to the hole. Did a test run tonight, straight water, after reaffixing the gauge and reoiling the gasket. Same thing, the weight starts rocking at 11psi. Not sure what else could be going wrong? The manual states that it shouldn't be used on an outdoor heat source such as the gas burner for a turkey fryer. I use a gas range... but I've always used prestos on a gas range. Could it be the larger vessel makes the bottom that much more sensitive to direct heat?

If you have a 15psi rocker weight on it, and it starts rocking at 11 psi, sounds to me as if your pressure gauge is off, a 15 psi rocker weight will not rock until it gets to 15 psi

Get the weight on your cooker rocking again, take a few drops of water and drop on the top of your pressure cooker, if the water starts to boil immediately and does not roll down the lid of the pressure cooker, then your cooker is getting plenty hot to process grains. Could just be that your gauge is off. If the water rolls down the lid and drips off without boiling then your cooker is not hot enough to properly process grain.
