Call me an idiot if you will, but are they monotubs? Pictures helps eliminate stupid questions. I'd say give it time if you haven't spotted a contaminate. No point in started from scratch when you may be closer than you think.

are you fruiting cubes?
If so, cubes don''t need casing at all... Not worth the time nor will you see increase in yield (not very noticeably)
Also, casings don't need to colonize. If your trays were 100%, and you cased on top, misting and fanning is all you need.
Now if you're still not getting fruits, you may have bad spawn or a bad culture completely. It sounds like something else is wrong with the spawn if you've not gotten fruits yet as cubes just tent to fruit when ready.
more details would help greatly

Not sure if casings are called cubes too... I did fully coloniz the substrate then add it to the casing of 50/50 - I rarely mist though... Some casing teks say not to mist but to fan 3-4 times a day - its been 2 weeks and I've pulled about 5 decent caps from the fc

Cubes are the type of mushroom...
a 50/50 casing isn't needed on regular cubes.
But since you added the casing, you'll probably see longer fruit times fyi. But you'll still want to mist the casing if it gets dry. The pure fanning is normally a tek used for pan cyans etc.

A casing is used to create a micro climate and keep high humidity at the surface of the sub to stimulate pinning and help keep your sub surface from drying out. Casings are necessary if you have trouble keeping appropriate humidity levels. Mist if and when it starts drying out or just mist and fan whenever you fan but NEVER over mist. But like everyone else said if your not seeing pins then either your sub is too dry, bad spawn or bad culture. Good luck
