Can someone confirm that these are panaeolus Cinctulus? They seem to match all the online descriptions, they were growing alone and in patches with foes in an apartment complex.

Spore printing them is the most reliable way ime to delineate between the two. That being said these look like Panaeolina.

Certainly not, the stem's are far too light.  Can you photograph the spore prints?

Only two of the spore prints turned out good because most of them were too wet but to me the one on the top looks dark brown and the one on the bottom looks black

I'd call both of them dark brown.
