Abbott Legalizes Cannabis Oil for Epilepsy Patients (Texas)

The Texas Compassionate Use Act from state Sen. Kevin Eltife, R-Tyler, will legalize oils containing CBD, a non-euphoric component of marijuana known to treat epilepsy and other chronic medical conditions. The state will regulate and distribute the oils to patients whose symptoms have not responded to federally approved medication.
Senate Bill 339 requires the Texas Department of Public Safety to license at least three dispensing organizations by Sept. 1, 2017, provided that at least that many applicants have met the state’s requirements. According to the bill's author, dispensaries will function similar to compounding pharmacies. Only a neurologist or epileptologist will be able to prescribe CBD oil. The law will go into effect on Sept. 1, 2015.
Surrounded by families whose loved ones have suffered from intractable epilepsy, Abbott insisted that the new law was narrowly tailored for a specific purpose.
"I remain convinced that Texas should not legalize marijuana, nor should Texas open the door for conventional marijuana to be used for medicinal purposes," Abbott said, ahead of the signing. "As governor, I will not allow it; SB 339 does not open the door to marijuana in Texas."
But not all medical marijuana advocates are celebrating. Many believe the new law does not go far enough, offering limited options to Texans with epilepsy — the proposal requires a CBD-THC ratio of no more than 20:1 — and nothing for those with other diseases that can be treated with medical marijuana, such as cancer.
"While this program leaves most patients behind and we’re concerned about its functionality, today is one for the history books," Heather Fazio, Texas political director for the Marijuana Policy Project, said in a statement Monday. "The Texas Legislature is sending a resounding message: Marijuana is medicine."
Texas is currently one of 13 states where marijuana is illegal for medical and recreational use. In recent years, 14 states have legalized CBD oil for certain medical conditions while twenty-three other states and the District of Columbia have laws allowing broader medical marijuana use.

Texan here. Swore I just read a article where my govt said he will never support medical or rec. But then again, I do not know what to believe anymore. Between him being agains the Jade Helm, the biggest bicker shooting in history (all were shot by Waco PD) and the biggest flood in histoey (I was involved in Wimberely Seach and Rescue)
I'm confused yet I feel like I know what going on but I'm not going to waste my time here because this site is not the same anymore and y'all just want to focus on bullshit ( Waco massacre 2.0 was only 3-4 pages) so fuck it.

The bill he signed off for is very restrictive and only in favor of CBD oil (not containing any THC). He said he would not support the use of the whole plant for medicinal purposes. It's a very shitty thing, but still any step for Texas is better than nothing at this point.

As of this year, the effect of high CBD bred cannabis on epileptics is known in the mainstream. Any state who does not legalize at least CBD oil will appear to not be compassionate; by the end of 2016, any state who hasn't yet legalized it will appear in the public eye to be downright cruel.

Yes, but only until this law goes into effect on the 1st of September. Medical Marijuana patients with prescriptions aren't allowed to have it in TX; I don't see why this CBD oil would be treated differently, even though the THC is so low.
I would also like to say that I'm a Texan and no body so the legalization of marijuana coming to TX any time soon...not legalization in any capacity. I'll reiterate that this is a baby-step in the right direction. I wouldn't take it too seriously when Abbott says "SB 339 does not open the doors for marijuana in TX." On the contrary, that is exactly what this event is doing, maybe not this year, but it'll happen in the next few years...in TX as it continues to happen everywhere else at the same time.

Yeah Jihad and drugs being used by destabilizing group of hippies kinda fucked all that up for the conservatives. I personally don't identify with either party, I share some beliefs with both parties but 100% disagree on other things. Socially liberal fiscally conservative. As true as that may be such a bill would face tremendous hurdles in the legislative sessions before even getting to her desk. I've given up hope on this place already planning my exit strategy. How sad is it that progress in Texas is legalizing an already legal component of the plant. I'm just so ashamed and disgusted that we're 20 years behInd on policy still and people consider symbolic and meaningless legislation like a CBD only bill a victory. It's too little too late, time for me to head elsewhere.

forgot to ask if CBD oils derived from hemp vs. cannabis determines potency? From what I've read cannabis derived CBD is more reliable than hemp. Why is this?

They have to liscense 5 CBD dispensaries before 2017 in the state I thought? Or maybe that was 5 manufacturers. Either way this law is some bullshit and I hope karma has better aim with a tree limb for Abbot next time.
