I think you would be fine growing in the cooler months,but the sun would most likely do them in in the summer months.
I used to live in Arizona actually,but I was in Phoenix,which reaches the triple digits in the summer months,much too hot for poppies!

What about with afternoon shade? Or synthetic shade created with some-sort of wood/cloth apparatus? I'm ranging from a steady 75-85F with temperatures only rising.
I'm just about out of weed to smoke so I need to preoccupy myself with my passion for plants!

Are you up around Page?
It's such beautiful country up in that region
The grow zone is also a lot cooler than Phoenix,so I know you can pull it off

Yeah if you setup a shade you will be fine. I've grown plants year around but they can't be exposed to scorching heat or they literally just get the water sucked out of them. It's triple digits already so I got my tomatoes underneath a tree that provide good shade and I have to water a lot more then usual. Cacti grow themselves in arizona so that isn't hard. Just research the soil you need to buy and put them in a planter. Same goes for poppies however you may want to make an above ground bed or something for that. The soil is useless, it's just dirt and cacti and shrubs can only survive in it so you need to supply that yourself.

Actually,I once found a wild cannabis plant growing in that dirt!
It was in the heat of the summer,by a canal

But,I would still amend the soil,with perlite,and maybe some organic matter if I were to grow in it.

I dug out some ground beds on the afternoon(4:00PM+) shaded part of the house.. Keep it out've the super heated evenings, think that is ample shade? 4&1/2 hours of shade? Or should I invest some energy and scrap wood into manufacturing my own shady plot of land?
As far as soil content, couple lbs of potting soil, a bag of perlite and a dash of local soil for filler, sound like a plan for success? I think I'm going to order 1,000-1,500 seeds online.. I would think that'd be plenty, I turned 300 seeds to about a dozen beds in Washington.

Yeah, sound fine soil wise. You might need to add more shade later on if you start to notice leaves burning, curling up or the plants withering way to quickly. My tomatoes can only go 2 days without a fair amount of water before they are wilting like crazy. I haven't noticed much burn on them and they get about 5 hours direct light. I'm sure it will be much different when it's 115F..

I have irrigation hosing set up on a timer- do theoretically I could have them watered every other day with the trees and other plants.
I'm going to try a few different locations to get a good feel for what the flower can withstand, as well as create my own environment with artificial shade. After I've received the seeds and germinate them outside I'll post pictures of progress, I've seen them grow abundantly in the nearby town but that is with near perfect conditions in terms of shading, fertilizer, garden soil and water; I'm more of jerry-rigging my own poppy garden. 
Again thanks for input and any suggestions on other things to grow will always be appreciated and perused.
