Waterproof and BREATHABLE jackets (for cycling)

So I am starting a new job on monday. I can commute by public transportation (walk > tram > train > bus > walk) for over an hour or go by bike (15K) and get there in about 40 minutes.
As I live in Holland we get lots and lots of rain. I am looking for a waterproof jacket that is highly breathable as I tend to sweat easily and a lot. I will not be carrying a backpack but a hoody is handy to keep my headphones dry. Budget about €250
I was looking at some Gore Bike Wear but came across this supposedly super breathable eVent and Neoshell material. Anybody have any experience with any of these brands?
All input and suggestions are welcome

I havn't heard of either of those brands however I do have experience with breathable rain gear. When I was on a recent desert trip that I wasn't expecting rain I stopped into the local second hand sports store and got some frog togs. Waterproof jacket and pants. was only 30$ and they are breathable and 100% water proof. I am almost certain you would overheat and sweat to death in the frog toggs.
You 100% need cycling specific clothing if you plan to manage both heat and rain - things like chest/armpit zips and a vented back/pockets and a high neck will be godsends. You will also find back pockets to be invaluable for things like keys/phone and other personal items, so "winter" jackets/jerseys will have a waterproof middle pocket aswell....
Are you talking about getting a jacket with a hood? I highly suggest not doing that and either getting a helmet cover or wearing a merino cycling cap or beanie under your helmet.
There is nothing wrong with Gore although i personally don't like their aesthetics and have always avoided buying them. Obviously their specialty is goretex; although goretex is a wonderous material, it isn't the best for heavy cardio activities like cycling, although can be used strategically on the front of bike shorts/tights and shoulder areas of jackets, for instance.... eVent is purported to breathe better than goretex and i've seen it highly recommended although haven't used it myself - I believe it carries a higher premium.
I would recommend either a soft shell cycling specific jacket or a winter jersey or heavy merino hoody with a cycling vest with a waterproof front/shoulders and vented back.
I actually have never owned a cycling jacket but have always wanted one, so i can't recommend any brands. I do know the pearl izumi pro series uses really good quality materials and is highly rated and probably more reasonably priced compared to the really high end cycling specific brands like ASSOS.
Personally - i lived in a rainy city and usually rode in a hincapie vest and an ibex merino hoody underneath. Merino insulates when wet, drys quickly and feels fantastic - my hoodie has a hood which basically surrounds my face and keeps me toasty when the temps drop, and it also has thumb loops which can be worn under your gloves making sure there are no "gaps" for skin exposure on your arms.
I'll dig up some examples of some options that i think fit the bill.

-Something like this would be great for cool weather but not in a downpour, when you'd want to add a waterproof gilet or vest overtop.
-Castelli and Craft are two other brands who have good materials/craftsmanship.
-Louis Garnaeu and Sugoi although "ok" definitely use less innovative materials and are generally inferior to the higher quality stuff i posted above...

How hard will you be riding anyways, and I assume you will be changing at work?

I am looking for a new bike as well at the moment. I am leaning towards a hybrid type of bike. I will fit a carrier and use a waterproof snap-on bikebag to carry all my stuff.
I wont be racing full out but there will be some tempo, especially as I have a tendency to run late. Apart from keeping me dry I do not need further insulation. In summer I will wear a single layer underneath if it rains. When it gets colder I just add layers.
I was not looking at real hooded jackets but I liked the foldable ones Gore has on some of their stuff
