Im doing the d5050 coir tek and the top is fully colonized but the sides and bottom are only about half done. Do they need to be colonized also before i may dial?

Yes even though coir may be a bit more contam resistant than say manure, you still wanna let the sub finish colonizing completely before introducing to fruiting. Full colonization is one of the key pinning triggers along with FAE and evaporation from the sub.

By mixing evenly you may assume if the top is colonized that the rest is colonized as well.

Make sure to mix thoroughly and evenly.
It's not necessary to consolidate bulk.
