PC utensils and an lc question

So until recently I believed the inside of a PC to remain "sterile" until opened, this of course is not really true unless you use an autoclave and I believe this is where I got the idea.
Any who I have a 2 part question.
#1 what about instruments wrapped in several layers of foil such as syringes? They should be flame sterilized before use?
#2 when sampling an lc to agar if you wind up with a clean culture on your plate can you call your lc 100% safe or is it possible that the tiny sample you took just so happened to not have competitive species in it? This is especially aimed at very new or young lc's where the contam may not have had time to evenly spread even though its swirled/blended?

Naw they are fine. A foil wrapped syringe is not going to have mold spores navigate through the foil to contam the syringe. Its fine.

That is always a possibility. Usually if the bacteria in a LC is going to bloom it does it pretty quick. So if you have a plate that is clean after 3 or 4 days I would use that LC as quick as possible.

the test on agar is nothign super solid but a great indication and i'll always trust it syringes wrapped in foil are also fine(though i do mine in jars)
