I'm sure you didn't but need to check - you didn't microwave the soil when the seeds were in it did you?
How deep did you plant the seeds?
Seems like everything is in order, as far as I can tell. I doubt the heat pad would make it too hot, but I always put a thin kitchen towel over the pad and under the pot to reduce the heat just a bit. But that is probably unnecessary.

Very well could be. Most times I read germination temps about cacti they are posted in C and I'm just too lazy to convert it to F so I just remember "warmish hot". OP, as long as your house isn't cold or something, you could even get away without a heat pad at all. I've had luck without the pad as well.

I put some seeds in 5 days ago; san pedro, bridgesii, torch, and giant saguaro. Ive got seedlings alreadg for the giant saguaros.
Im using the jiffy pot dome from big box hardware store. It came with a.seedling heat pad. I put a towel over that. My soil was microwaved for 8 minutes total. Half organic miracle grow, half perlite. I crushed perlite fine and sprinkled a covering over the seeds. Seeds were just sprinkled on soil. I open the dome a few times a day for FAE. Ive only misted twice, but i do pour a little water in the bottom of the dome for humidity.

(for Civility) Well lets see. .
From what I have read in your thread, there could be a number of factors as to why the seeds have not germinated. As some have mentioned already, perhaps the pad is too hot.. or your (terrarium) too shallow.. Yes it is possible to cook your seedlings.
One important factor to keep in mind is (how fresh is the seed lot?). I have gotten a hold of old/bad seed . . and gotten zero-germination. . tried the same species from a different supplier, and Bam 90% germination. Where you Source your seed can be very important.
In general, Most of the varieties of (Trichocereus) cacti I grow, (peruvianus, brigesii, pachanoi) tend to germinate in 1-3 weeks. Some of the more exotic Trichos, have taken longer and not as good germination.
I have done Nursery-containers in: "sterilized"-(Dish washer), yoghurt cups, Bakery-parfait continers.. ranch-dipping sauce continers, and others.. and I have done them both on a window sill with no heat pad,.. and I have done them on a heat pad. I have gotten the BEST results with a heat pad, BUT,..I can say that I usually fill the containers with 1-2 inches of seed starting mix, Tamp it flat with fingers to make the soil layer even.. and dampen it/ Mist the container, till the soil is uniformly moist. The amount of water you will add will depend on your container. You dont want standing water in the bottom of the container.. but you also don't want to add too little water..Think of the amount of water needed as a damp sponge... . then, just sprinkle seeds on top. . cover /bag .. and wait a week or 2.
I guess what I am trying to say is perhaps your tray might be too shallow. The container might be getting too warm.
Also. . I,(in my opinion, and not meaning anything negative), It seems like your container might have too much ratio of pearlite. I use seed starting mix, usually not even amended.. straight out of the bag.. you don't need to worry about there being too much moisture right away, at least not for a few weeks after germination, where then you would want to expose to more air. . and then when you do your first re-pot, then you could put more pearlite into the mix, or crushed lava, sand, pumice, etc.
I wouldn't toss this batch just yet. .You may get some seedlings to pop up at 3,4,5 weeks.. sometimes seeds just don't want to germinate right away.
I hope that helps. Was wracking my brain trying to think of ways to help your grow.
The Sleeper must awaken! good luck, Kizatz'

My seed was from early 2013. I had bad luck and only three seedlings made it out of 100. I didnt try again until now. My seeds were stored in thejr their little bags inside the box they came in. Rarely handled, in fact i forgot they were there.

Keep trying man. Bad seeds are definitely a possibility. One of my recent seed batches I planted only popped 3 out of 50.... That is using identical conditions and soil as another batch that had 100% germination... (5 out of 5)

Remember that trich seeds need light to germinate. Give them sunlight and make sure the seeds are on top of the soil.

I have been having some issues with some ariocarpus seed-germination.. I have going right now, that I am turning my heat pad off for 12 hours or so. giving them warm and cold soil.
I have had trichos, germinate at 100% with having the heat pad on 24-7.. for a couple weeks.. but . . with the stuff on the pad right now, I am doing night-cooling. .. maybe that will help my germination.
As far as your trichos. . the bag method might work out pretty good. . I have found the bag to be excellent for starting Date-Palm seeds. Good luck with the Bag-container..I usually do yoghurt cups and shallow dishes filled with some seed starting mix for mine.

Lookin good. Sometimes they just take a while no matter what you do. Cactus growing is a patient man's game.

I have zero germination so far on my pedro, bridgesii and torch. Started another pot of bridgesii seeds from different source and had one pop. There are 14 giant saguaros out of 20 or so. So I am just playing the waiting game too.
