I need a utility that can measure the frequency of a sound. It would be best if it were a computer program that you can just import sounds and test them. If it were an actual physical device that would be alright. Ive tried google and many other places but havent been able to find anything. I would apreciate anyone who could help

Look for a "spectrum analyzer." There are a lot of them for the computer, like Spectra Lab or Sound Forge.

heh, i've have this spectrum analyser that's about the size of a small fridge that was used in WW1. all vacuum tubes and shit. still works tho. got it at a TN Tech auction for like $5.
