should one water the base of the cacti or at the edges of the pot so no rot occurs?

Yes, at the edges 'll help alot. But I wouldnt water at all if it's wintering out. It'll live till spring. Really cold, really wet winters are sure to kill it.

its in a green house temps are between 60-80 with 80 watts of fluros on it so i guess its similar to springs in winter for it

Why not bottom water. I continue to do this until the cacti gets too large to allow it.
