Would baking jars in the oven work for sterilization? It's just an idea.

Most likely not. The combination of pressure, steam and temperature lead to "sterile" conditions. You could pasteurize materials in the oven tho.

I'm think about putting them in at 250 deg. F for about an hour or so. Has it been tried and does it work?

to get the steam, you'd need to put them in a pot with a lid. this can be done on the stove. it wont get up to 250f becuase water doesnt get higher than 212F unless you can seal and lock the chamber as in a pc.

thus, a pc or stove are the best methods. you cant do anything in the oven that you cant do on the stove or with a pc

you can pasteurize dung in the oven. about using in jars to innoculate, i'd consult someone else about this, im not too sure

if you were to put the jars into the oven they would just dry out...however if you put the dry ingredients into the oven and then mixed into jars and boiled...it would be better than just boiling.
