No that is not how it works.  For instance, if you buy a minivan and I buy a 250,000 Ferrari we do not have the same coverage.  If you have a history of being a drunken retard you pay more for insurance than I do.  If I choose not to get collision and only buy liability insurance my bill is much less.  I can also pay extra for full glass coverage.  Or not. 

See.  Choices.  I don't have to buy something I don't need or want.

Apparently you still don't even know what net neutrality is.  I've summarized it above, and the comic summarized it as well.  Whatever the final rules say, we know they can't control the content we download nor the speeds we can download them at.  Get it???

Lets just pass a law, no one gets to read it but its the "freedom for everyone" act. Naturally you are in favor of it because you know what freedom is.

We have seen what a monstrosity the patriot act is, that your hero keeps renewing. A good sounding name means nothing. You are a faith based believer and nothing else. The main reason you like the aca is because its touted as "affordable" so you ignore all data showing costs are shooting up. You ignore the broken promise that it would lower people's health costs, not slow slightly the annual increases. You are probably in favor of the tpp and other schemes to give corporate control over everything since they have a nice sounding name.

If they passed a law saying "fal is a nice guy" you would be in favor even after you found out the fine print meant you had to pay $25,000 for the honor every year. The devil is in the details

Not true at all. There are many possible definitions of net neutrality and they can put anything they like in the law and call it that. If they don't do it immediately they will do it later.
