I suffer from sebhorreic dermatitis on my face and scalp. My skin will flake sometimes and it can get very inflamed. It is ALWAYS very fucking dry. I've tried a variety of grocery store moisterizers and shea butter and nothing seems to work. I saw a derm about this one time and he confirmed the diagnosis and said pretty much the only thing I could do is get more sun. Alcohol significantly temporarily worsens my condition. Unfortunately, I work indoors and live in super dry colorado and it's hard to get that sun in the winter time. Any advice out there?

have you tried anything with selenium sulfide? it definitely helps

i get it on my scalp.
I had it on my eyebrows and below the lips but it went away 
I fixed my scalp by finding the right shampoo.
i went to an organic food store and i got a coconut based shampoo and conditioner that is vegan and free of SLS because SLS or any harsh sulfates fucking destroys your hair.
i hate prescription treatments because its LOADED with that stuff and turns the hairs texture to shit.
I wash my hair probably every 2 days and it doesnt get inflamed or itchy anymore 
mine is caused by my skins inability to handle too much oil so as long as i keep it constantly washed with a light shampoo that doesnt fucking destroy my hairs moisture content its all good 
that shit pissed me off, came on at a worse time. might be triggered by stress too.

I have it. Apple Cider Vinegar works really well. Dilute it with water, around 30/70. 30% ACV, 70% water. And a few drops of tea tree oil. Go in the shower and pour it all over your scalp and face, massage it in a bit and leave it for a while, 15 mins if you have the time. Then rinse it off. You will notice improvement. It might take a few days in a row to get it. Shaving regularly helps. There's so many things that cause it on me. Stress, depression, a lot of foods, mainly sugary chemically ones, alcohol. I've had it for around 5 years and it's been a big hassle.

i've been lucky that my treatment worked out and the face stuff just cleared up on its own

Was the shea butter you tried raw unrefined shea butter? I hear it works well for that. The only ingredient should be raw unrefined shea butter. Or maybe apple cider vinegar. Otherwise, gotta find a way to get sun on your days off.

as said before apple cider vinegar will help and use olive oil to moisturise/condition 1 or 2 times a week should see a huge improvement

for a face cleanser that will help moisturize & soothe, I actually make & sell an herbal face cleanser that would be a good cleanser for you to use because the base is oats, which are really soothing and moisturizing for itchy/dry/inflamed skin. if you're interested and i'll send you more details.
to moisturize: spritz rosewater on your face after cleansing then massage a a few drops of rose hip seed oil.

I have not, but I did some research on the condition after reading OP's post and it would work really really well along w/ the ACV that you mentioned....
