Has less to do with your speeds and more to do with taking money from high bandwidth users (such as Netflix). As long as the government prevents the quasi-monopolistic carriers from price fixing, I'm ok, but generally, once the government gets their hands on regulating something, whoever has the most money profits from the regulation. With net neutrality, I don't believe there is a winner regardless of what direction it goes... whoever has the most money (handful of large carriers) will end up winning and the consumer will end up losing. Time will tell...
