How long after there's pinning, and very small shrooms, should there be full developed shrooms? Also, what would be the biggest factor in the slowdown of shroom growth?

About a week from my experience. The biggest reason for slowdown that i have noticed resulted from being impatient and changing some parameter, consistency is key. Whatever parameters you were using when you got pins, stick to them. Another reason for slowdown is the beginning signs of contams. Slowdown is often the precursor of contams.

Is lack of water an issue? Because it seems a little dry, so I was just wondering if that could be a major factor...

7-10 days sounds about right. Could be faster could be slower.

well they started popping up on sunday. my foaf says they're about half an inch or maybe an inch now

as they continue to grow you will get a reasonable idea of the size as the veil stretches before breaking. you can be surprised, the last couple days can display very, very rapid growth.

just watch out for aborts. they look like this: it?s unusual for a whole pinset to abort like happened to this poor guy, but it?s possible. be on the lookout for any mushrooms that look like these ones. they?ll stop growing and have caps that are dark in color (eventually turning black), and little and pointy. aborts are caused by lack of available nutrients, fresh air, water, or luck, and there?s nothing you can do to reverse an abort once it aborts. just pick ?em when you see ?em.
