If you go to a cheap school you get less money. Stafford loans can get up to $3500 a semester.

Incorrect. My friend goes to a $300 a semester community college and still gets $2,000 for tuition and $400 for books. In my state at least, the pell grant is based on the average cost of a state school. But you don't have to go to a state school. You can go to a community college and pocket the extra money. my friend has being doing it for a couple years.

i check out this site http://grantauctions.us and i got lots of information on grant listings and applying for grants. you might want to check it out.

For science you write a proposal, usually include some preliminay data, state your case, prove you have the knowledge and resources to do it, and submit.

At least thats the extremely oversimplified way.
