I think the best way to do it is to make it a hidden forum, no link to it on the main index page, or a very small unlabelled link in the bottom corner, posts expire after they have recieved no replies for a week or two unless they have been marked otherwise by a moderator.
Other than that, only the most basic of rules: No personal information, no threats of violence, etc...
The forum will basically run itself at that point and can be conveniently forgotten by those who wish it harm (feelgood mafia).

On second thought, there will be one rule that has never been used here on the Shroomery:
No crying. If you have a problem with what's going on in the new OTD and you complain about it, you are banned from OTD. Problem solved.

It does if posts expire after a week or two. That takes care of the space expense, and the database size expense, which only leaves the bandwidth expense, which apparently consists mostly of images. These could be hosted on another site.

There's also the possibility of people coming together in groups of, say, 20 or so and paying in $10 a month each for "vanity banners".

Despite the best of efforts of a very small, and vocal, minority to piss us off beyond belief, and force us to give up on OTD altogether, we are coming close to a solution, which although, a tiny few of you won't agree with, we feel most will embrace as a compromise that we can all live with as a community, which may even be BETTER, and will also be fun! That means: Restoration of Off-Topic Discussion in this community, which is what most of us want. 
PS: It may take a few days, but we are hard at work, and we are also listening to what is being said by EVERYBODY!
PPS: To that, "very small, and vocal, minority," back off just a bit. Whether you choose to believe it, or not, we actually do care, and we are trying our best to serve your needs, as well as those of the rest of this community. It's a tough fucking job trying to make opposite ends meet, so don't make it any harder -- and don't prove your critics right...
