I threw this together in a few minutes on ibuypower for 1781$. I did look at their warranties and 3 years labor 1 year parts isnt that bad really. If you buy your parts seperate MOST of them will be 1 year. There may be a few exceptions here and there but you will not have more then 1 year on every single part you buy. ibuypower wants 299 (ouch!) for the next step up which is 4year labor 2 year parts. Shipping is roughly 100 from what you said in your earlier post. so 1880 shipped.
780 instead of a 770 = big deal for a gamer. blue ray reader instead of just a dvd drive. not a big deal but its something. wtf are you talking about? there's a 3yr warranty on intel chips, 5 year warranty on a seasonic power supply, 3yrs on an evga graphics card, 5 years on western digital BLACK hard drive (MUST be a black series), 3yr warranty on samsung 840 evo ssd..... lifetime warranty on corsair dominator ram..... 2 year warranty on my corsair 650d case.....

Honestly freezy, in terms of 770 vs 780, 780 is really only a minor performance upgrade, like 10% or something, for a major price increase.. unless you are going with a 6GB model for the extra frame buffer. Which definitely doesn't hurt for future-proofing and multiple monitor gaming.. But a 4GB 770 will still beastmode most things.

From owning a gtx 670 & 680, I think the 680 is worth it for 1440p gaming, but not for 1080p. I mean if it was me, and it was strictly a gaming machine, I'd have went with the i5-4670k as opposed to the i7 and dumped that extra money into getting the 780 6gb, but I'm sure he'll still have a bitchin' rig either way....
Lots of options for monitors though, my personal recommendation is to check out slickdeals on ultrasharps, the dell outlet store has refurbed monitors and with a coupon code for 33% off additionally they come to some really, really good prices...
And if he plays MMOs the 2014 razer naga is incredibly nice 
Gaming keyboard I'd say maybe a Corsair Vengeance K70

Agreed on the Corsair K70 and Razer Naga (if MMOs..). For more FPS type games or whatever I'd probably go with something else. I have a Razer Naga Hex and I barely use it anymore since I no longer play MMOs.. I mean it's awesome but I have other mice I prefer using more. CoolerMaster, Corsair, Razer and SteelSeries all my favorites for mice.
For 1440p and above and especially 2D/3D surround gaming, it's more about the VRAM although the GPU power does play a part. You may be right though about going with an i5 instead and pumping the extra money into a 780 6GB. If he plans on going crazy then a 780 6GB will be awesome for years to come. Either way, if he's not going 4k+ (which is unlikely) I doubt he's going to run into any issues with a 4GB card for the foreseeable future.

at home i have an i5-2500k w/ a gtx 680 and an i7-2600k w/ gtx 670, can say w/o a shadow of a doubt the i5/680 combo gets about 7-8fps more in Witcher 2's most demanding scenes @ 1440p ultra, which actually makes a nice difference... neither card can hold 60fps at most demanding parts, and the game only uses about 1.4gb of vram... am sure it's situational by game, but that's my one argument for pure GPU power.... i could swap cards in the rigs and see if the i7 w/ the 680 made a noteworthy difference, but i honestly don't think it will, game is only hitting gpu load....

I have a logitech m510 mouse
planning on playing planetside 2 probably try some games off steam.... Chivalry: Medieval Warfare for sure. I really like Total war series, Rome/Medieval total war. Have those but can't play them on my mac.
Starcraft 2.
Honestly though I'll be playing PS2 a lot I think.
As for budget... I duno I could dump as much money into it as I want at this point... Not really sure on the prices for a decent monitor.
3-400 on a monitor... if that can get me a decent one, that would be good. Not sure if I'll need a new mouse or not, I don't think I will Keyboard I'd like to get for under 100$ if I could.

get this ultrasharp monitor, you won't regret.... IPS display, 1200p, sturdy stand, tons of outputs.....
my personal opinion is to stay away from 27" displays unless you are going 2560x1440p, the ppi is too low @ 1080p for my liking....
if you want a 27" 2560x1440p in your budget you'd have to go with a korean display (can order off ebay) can look up shimian achieva... i've owned a couple and they were perfect, but have heard ppl having bad luck w/ dead pixels, backlight bleed and then costs too much to ship back to korea so is a bit of a gamblle..... i ended up selling mine for $150 more than i bought them for on craigslist

Try it and see. Definitely situational per game. Witcher 2 is definitely one of the more graphically demanding games out there.. that puts more load on the GPU than anything. However some games will EAT up VRAM, (sometimes just due to poor coding, sometimes just due to the graphics), like Crysis 3, BF3, even Skyrim with the right mods. But it's mostly on new games or games coming out in the future that we will start to see more VRAM usage. Only VRAM definitely isn't everything, if the GPU power isn't enough to keep up. For example the 640 4GB just makes me laugh. It doesn't even have the memory bandwidth or GPU power to properly utilize 3GB. You'll bottleneck the GPU way way way before you ever cap the VRAM. Total gimmick. On a higher end card though it definitely will help in the future.

So I went out. Seen a few different sizes of monitors and I'm really digging the 27" area, probably wouldn't go any smaller then 24" though; prefer 27".
As for brands, I duno. I read the reviews on the Ultra sharp, checked amazon for price differences, ect.
27" is gonna be way to much for what I want to spend, the 24" is a good price and 10$ cheaper off newegg when compared to amazon... Side note: Newegg.com is way cheaper then the canadian version. like 65$ cheaper (+ $12.99 for shipping).
Anyways I'm thinking of going with the 24" Ultrasharp, haven't fully decided yet. Anyone see any Cons for this guy?
