What type of bag can I use that won't burn a hole when I'm pasteurizing?

I need something I can get at the store.  I don' t have time to order online.

I even double bagged my sub with  gallon ziplock  WITH a towel at the bottom of the pot and it's still burning through both in some small hole and my sub get saturated with water. What kind of bag should I get? And what store do I get it from?

I use gallon freezer bags with no issues... If your pot is too small and you're cramming it in there, it's gonna touch the bottom and it's gonna melt.

Double bag a turkey bag. May wanna triple it if its a dense sub. Use jars, use plastic containers. Stop using a flame stove or buy a diffused for it.

The gallon bags aren't stuffed in there, there's probably an inch on all sides, but the cloth covers the bottom pretty well.

My other question:

Since the water tends to splash when it's bubbling, how high does the water have to be in regards to the bag inside? If it was half way up the height of the bag, would it still heat the entire bag of sub? 

I try to keep it as high as I can without water splashing, but i have to keep putting more water in every 20 min.
