how late is too late to start an outdoor bed in a zone 7a?

I live in the lower northeast. Just curious how late is too late for an outdoor bed of straw/horse poo?  And if not too late am I better waiting for it to cool off a bit or can I even maybe get a flush and after harvest establish another bed after?

I've got some coir/verm mixed in pots outside with a little layer of straight verm on top to protect it from drying out. Seems to be colonizing good after about 5 days.

I'm waiting on a ride to pick up some manure and straw but till then just have the pots.
