Pasteurizing bags keep filling up with water, fix hole problem?

I use a small hand towel at the bottom of the pot to keep the gallon zip lock bag from burning a hole, but they still seem to be getting a small hole somewhere around the bag. I am now double bagging it, but thought there might be a better way to prevent this. thanks!

I use these spawn bags then turn around and use them to pasteurize in. Many times I forget to space it off the pan surface, but they have held up every time.

Use lid rings with a plate or something on the botttom. Buy better ziplocks. Use jars

I have used oven bags (the kind you cook turkeys in) to pasteurize on the stove top and in the oven.
