if they took a fully colinized cake and just sat it on a window sil or ona counter top will it fruit?

If you live where the humidity is %90 and the temperature is 75F, yup. If not, it might dry out.

the whole reason to use a terrerium is to create an optimum growing condition for the cake. to put it out in the open just does not provide that. it is like dropping you out in the desert with no clothes or shelter and asking you to raise a family. most likely not going to happen.

you can make a small terrerium in 10 min for under $10 so why bother?

A bag of perlite and a rubbermaid bin with a clear top from Target. Mine is clear all over and still works. It'll cost you about ten bucks.
