Have you tried putting the jumpers to cable select?

That normally means theres a disc in the floppy drive that is not a boot disc...

Theres also a possibility that the drive could be bad.

Is the 40gig maxtor the only drive in the system?
If so, of course it's going to say DISK BOOT FAILURE, INSERT SYSTEM DISK AND PRESS ENTER'
You can't boot off a drive with no OS, you need to boot from a bootable floppy or CD, then format the disk and install an operating system before you can boot off it.

All devices on the chain have to be set to cable select for it to work properly. You cannot mix cable select on one device and master/slave on a second device. So you either set one master, one slave OR you set both to cable select.
