Should a pressure cooker do this?

I pc'd some jars, three, one came out really really watery, another came out semi-watery, and another just a little damper than what went in. The water was about an inch or so in the pc, should I lower it? I pc'd at 15 psi for about 20 minutes, but didn't take the top off after it started to cool down. I retried tonight also with other jars but took the top off this time. I still haven't looked at them, because they haven't cooled off yet. Any thoughts on this?

did you put tinfoil over the jars?
