Alabama lawmakers on Wednesday took one step towards legalizing a marijuana extract that doesn't produce a high, but can be used medically.

The Senate Judiciary Committee approved by a 6-3 vote a bill known as Carly's Law which would allow people with certain illnesses to possess concentrated cannabis oil containing cannabidiol (CBD), a nonpsychoactive cannabinoid, reports The Associated Press.

The oil contains only trace amounts of tetrahydrocannabinol (THC), the main psychoactive component of marijuana which gets you high.

Parents of children with seizure disorders including severe epileptic conditions such as Dravet syndrome are supporting the legislation. Anecdotal evidence from Colorado and elsewhere suggests that CBD oil can greatly reduce the incidence and severity of epileptic seizures.

Carly's Law, named after Carly Chandler, a child in Hoover, Alabama who could benefit from its passage, would give patients and parents a defense should they be charged with marijuana possession because of the CBD oil.

Carly's father is championing the bill in hopes that he can treat his daughter's severe seizures -- due to the rare disorder CDKL5 -- with CBD. "It's truly a medicine and it can help thousands of children and people in Alabama," Dustin Chandler said.

Sen. Stanford stressed that his bill is not connected with efforts to legalize either medical marijuana, or recreational marijuana.

Huntsville pediatrician Pippa Abston took the rare step of advocating the law's passage on her blog Monday, reports WAFF. "There's a lot of research that in animal studies it is a potent anti-seizure medication," she said. "We have limited data on humans."

Optimists see the measure -- which reportedly enjoys widespread support in the Alabama Legislature -- as a foot in the door towards more robust medical marijuana access in the state.

Skeptics cast the move as a cynical way for politicians to make it look as if they are "doing something" about helping kids who need medical marijuana, without taking any actual political risk by supporting a medical marijuana law. Some advocates worry that what they call a "window dressing" law would result in safe access for very few patients.

Carly's Law, sponsored by Huntsville Senator Paul Sanford and Madison Representative Mike Ball, now heads to the entire Senate for approval. It is expected to be put on the Alabama House calendar next week.

That's great and all but there are other cannabinoids and terpenes in cannabis with medicinal value.

Yeah it's not enough but maybe now Alabamians will understand that there are true medical properties to the plant.  And that it doesn't just "get you high"

In a free society, the presumption must be that people can smoke, snort, eat or inject whatever they wish, so long as they do not harm others. The burden of proof should rest on those who would ban marijuana, not those who want it legal. That burden has never been met.
