OK so I chopped up some brf cakes and made a bulk substrate from 50/50 verm and peat moss. I've done heavy research on overlay.. it about 90% colonized I also have casing for it that im going to use for the late casing tek. can I start introducing 12 hours of light to this and some air exchange?

looks like bacteria, and peat is a casing material not a bulk sub

Miracle grow products are enriched with plant food. Mushrooms are not plants.

What they mean by that is the enriched peat moss, perlite, etc won't inhibit the growth or disrupt the life cycle. As far as I know, mushrooms do not consume plant food for nutrition. Use coir next time, and save the peat moss for a casing layer.

I don't think I'm qualified to give you advice on what you should do to rectify this specific situation. Maybe just case it and fruit it? The brf should be plenty of nutrition to produce something. Someone more knowledgeable will chime in soon I'm sure. Good luck.

forget overlay, won't happen with cubes, just blast it with fresh air and introduce to fruiting conditions once it's colonized, cubes don't require a casing layer

I think you need to update your technique. Just make a monotub, and stuff the sides with polyfill. You are probably suffocating it between fannings. It does not look like enough fae.
