Generally, the law interprets "medical value" as large scale, Phase 3 type studies performed under appropriately blinded conditions. You'll find that most of the published studies don't fit these criteria, and are done in (at most) 20-30 subjects.

True but you'll also find the same looking at FDA-approved medications. particularly anti-psychotic medications there is little to no research done before it's approved. There's more on marijuana in academia than almost all medication on the market.
oh and heroin, LSD and MDMA still have medical value and definitely aren't the most dangerous drugs out there.

False. Each have undergone Phase 3 trials with several hundred patients, plus Phase 2 and 3 that usually enroll hundreds more.
The problem with the academic literature on MJ and other drugs, is that its a mish-mash of studies, all with different subject populations, different endpoints, methods, etc. You can't just group them all together.
You're correct that "dangerous" is completely different than medical value (i.e., efficacy).

Well that's post-80s and the reason for three phases is because in the 80s, several companies were caught bribing the FDA and entering completely fraudulent data to get approval. I remember reading about it back then.
The big names are still surrounded by scandal to this day - bribing doctors to recommend for off-label purposes for example. I'd not be the least bit surprised if the data for those meds are still fabricated.

Yes, but only because such studies were not allowed to be done or funded in the first place.
