i think its better to say - you failed kid, study hard and try again next time or find something else to do. nothing wrong with failing. giving up sux tho. but then we could get into the shortfalls of the education/examination system...another day perhaps?

I'm fine with it.
I don't think the government has any right to label someone as "smart" or "dumb".
I think your punishment for not studying in school should be to be stupid. and that is enough.

Policies like this are unrelated to funding. Of course when schools are increasingly required to be accountable to centralized bureaucracies dictating PC policy prescriptions, you will have more of such nonsense.

"The spokesman said the use of 'creditworthy' was appropriate because some answers to maths questions were worth several marks, and it was possible to get some marks even if the final answer was wrong."
Anybody that has done any higher math understands what this means. Any comples math problem is actually several individual steps. Grading a problem as one item that is either 100% right or 100% wrong isn't an accurate way to measure knowledge.
You might as well just give A's to only the people that get all answers right on a test and F's to people who miss more than zero questions.

More excellent analysis....
what does it matter whether its a fail or an N grade? It is still easy to differentiate between the higher and lower levels of attainment. And if in giving a student an N instead of a fail it has a less negative effect on that students self-esteem, whats the problem?

I don't think any grading or tests would be needed in school if mass media would just portray more learned people as being cool and admired by others. As it is now, kids see the "cool" social niche occupied mostly by people who possess physical beauty, or a big shiny gun, or a talent for music or sports. These things seem to be desired by kids without any need for tests that must be passed.
