Tax the shit out of fast food, soda pop, and other junk foods.
Each community has a community garden during the growing season where you can volunteer in exchange for produce and the rest ends up in the stores at an affordable price for other community members.
Do not allow people to use their food stamps on unhealthy foods such as sodapop or doritos, but give them extra money in the form of produce vouchers.
Produce vouchers specifically for farmer's markets for people on welfare/food stamps. Everyone receiving welfare should receive a cookbook so they could learn how to cook the produce they are being given vouchers for.
EVERY form of health insurance should come with an annual gym membership, or at the very least one that is discounted.
Every employer should have to provide their employees with a "walking bonus" to encourage their employees to walk, bike, or skate to work. I have seen this done. Brilliant. My friend got two extra dollars for every day she walked to work. It's not much but it's an incentive to move more AND it's better for the environment!

clearly foodstamps and welfare are one of the big problems, most people on government assistance are obese, why not eliminate that low hanging fruit
