That's why they make new ones but I don't think they should be routinely given to healthy animals. Which practice has nothing to do with protecting humans from disease as you seem to think.
What if the pigs get a virus though? The virus will get spread to people unless they eat their antibiotics. Also you are right, they can just keep indefinitely making new antibiotics that work. Never thought of that. I still think just giving people antibiotics will work even better.

The Action Plan, which was never fully funded, contained 84 action elements, 13 of which were designated as “top priority.” The elements fell into 4 overarching activity areas: surveillance, prevention and control, research, and product development. Unfortunately, since 2001, without any additional, dedicated resources, US federal agencies, including the Centers for Disease Control and Prevention (CDC), the National Institutes of Health, and the US Food and Drug Administration (FDA), have been unable to sufficiently implement the surveillance, prevention and control, and research elements of the Action Plan. Uhm, did you read the list? Organic is on the list of "NOT ALLOWED" things to buy, except for tofu, brown rice/oats/barley, fresh and frozen and canned fruits, and basically any dry food. You cannot buy organic eggs, organic milk, organic cheese, organic peanut butter, organic canned beans, or organic juice.
Really if you think about it, the organic cheese and milk is the most important, because most hormones cross the blood-brain-barrier, so you will find those in highest concentrations in the milk.
