Nice project. You'd gotta have some pretty sharp blades and a powerful motor to chip wood waste though... I feel like a lawnmower engine just might not cut it.
It seems like it'd work great for straw though.

Yeah I think it would be great for straw and if you used an electric mower it would be quieter and not smell of exhaust.

Did you guys see the one Snakebite and his dad made?
I think it is a bit superior in a couple of ways.
You can see the amount you are chopping.
Also, there is no lifting your shredder to get at the product.
The design is nearly as simple too. The only extra would be the leg mounts and the guides inside the barrel.

Wood chipper/mulcher is what you want. You can get a smaller used one for fairly cheap if you search craigslist or something similar. It shreds through straw like a beast as well as chips; its also convenient to have a chipper if you own property with some average. The trick is to put large mesh laundry bags around the exit shoot for shredded stuff. Once its full pull it off, tighten the drawstring and dip the bag into your lime/hot water bath. Then just add your next laundry mesh bag to the exit shoot and continue

+1 for the mulcher.
All I have to say about that upside down lawn mower is that looks like death, I have visions of that can some how coming off...

I use a mulcher/chipper on a table with a big garbage can below the shoot.
Ill take some pics later.
But I want what Snakebite has instead. But like Aleon said, they are good for other things than straw.

Word. If your doing any type of volume a chipper shredder is a must. Im going to be doing the same except ill blow mine onto a 10x15(or so) cut of archery mesh, then roll it up burrito style and push that into me trough, then use my hoist to lift out and drain. Otherwise ill go the laundry bag route.

takes about 20 mins to double chop a bale with the lawn mower rig. You never get close to the blades but eye, hearing and dust protection is a must.
Next step for me will be a round bale shredder as I get better deals on them.

I have considered doing something like that with ours. But we don't do much straw anymore, but may end up looking back into it in the future if space allows. Let us know how that works out for you.

Holy hell! That's a serious unit! 
Dunno about low tec, but my little black and decker garden shredder works like a charm. All I did was take the safety restictor off the top. Craigslist $40

Onion/vegetable nets. Cheap and reusable. Also hold a reasonable amount so that you can handle them.
