I don't get my science from the news, you should only trust studies that come from well respected peer reviewed journals. News reports will generally cite which journal they get their information from. In general, if I can't corroborate a story on Reuters or Associated Press, I assume it to be a hoax until the more respectable news outlets pick it up. 99.9999% of the time if the only place I can find a story is in one rinkydink newspaper or just some blog and it is re-posted through social media, it turns out to be a hoax. There have already been several hoaxes about fukushima debunked, it seems to be a popular topic for the conspiracy theorists.

Honestly, probably only TEPCO and the Japanese government know exactly what is going on with that shit, and they both have cultural and economic reasons to minimize and hide things unfortunately. However, there are no credible reports that the west coast is receiving any appreciable amounts of radiation so far. If we ever do, then we'll know that some of the conspiracy guys were right, but so far several "reports" of high levels of radiation hitting the pacific ocean have all been debunked, so yet another report is immediately suspect in my mind. It could a case of the boy who cried wolf, where when something finally goes wrong a lot of people won't believe it because of all the bullshit that has gone around for the last 3 years, but so far I have seen nothing that give me any cause for concern.
