Doesn't really matter how you let it drain, so long as it drains well and fairly quickly to bring the temp back down.

It will fruit in a mono but it is hard to get them to fruit right. It's difficult to maintain the right FAE and moisture to make them happy.

Pearlite in the bottom with an aquarium pump and air stone might help. That and fan/mist regularly.

i pasteurise in a tub in a tub. with in the inner tub holes drilled in the bottom, so when i lift out the inner tub with the straw, the water drains out immediately.

after draining the water i spread it out o the last water steams of/evaporates. you don't want to use too wett straw.
i would just make bags, like the clear tube plastic used for vacumesealing stuff in, or just whatever, so long as your straw is tightly compressed (with chopped straw this is better achievable). and punch some holes in the bag for air exchange.
here i used a laundrybasket as fruiting chamber:

That's because it's demonstrated.
You don't have to drain or rinse it. You simply lift the straw out of the water and place it on a screen in the cooling tub as shown. Alternatively you could use a steel barrel with a drain valve or plug. RR

To avoid using too much water I spray my straw down with water from one of those herbacide style pressure sprayers, layering it as I go into a tub. Let sit over night for moisture intake. This has to be about 12-24 hours "soak". Then I put it in my barrel steam pasteurizer and go.
I like doing this only for the saving of water. I work in a place where it is difficult to dispose of a lot of water. Also there is nothing wrong with saving some water if you can.
One gallon of water for the "soak" gets me about 25lbs hydrated and pasteurized straw.
What I mean to say it "No draining required."
