The parent situation is especially insidious;
His own flesh and blood ignored basic instincts and bought into a course of actions (being tough on the kid; turning them in) under the pretenses that the law knows the best course of action to take. The law doesn't know how to handle the use of substances yet. Even if it did, the legal institutions aren't yet organized in a fashion to ensure that kids slip through the cracks

I actually had a friend back in High School who ended up in a very similar situation. He basically got shipped off to rehab/reform school for like 6 months, his parents were flat out insane. They sent him there just for smoking weed, I mean some of the stories he told me were just absolutely fucked up.
When he got back he basically just laid low, put up a good front, avoided drugs for a while and then got his own place when he turned 18 and proceeded to live his life however he saw fit.
Like I said, if you know your parents are crazy assholes who will turn you in for smoking a joint, you should at least put up a convincing front of being on the straight and narrow.

Now if the situation was that this kid was going to be in this predicament for the rest of his life. Maybe just then his action could be justified.
